On this page, you can find two files which are quite old: they're my first kernel patch, against linux 2.2.10, and provide a way of increasing the delay on a link. This can be very useful for testing robustness of your protocols or to annoy someone who is sharing your link, etc. etc.
I believe they're quite obsolete by now (ehm, well, if they even apply), since the advent of netfilter. However, if you can use them, feedback is of course very welcome.
